Port Gellhorn is one of the six regions Rockstar has described inside the State of Leonida. It is a deliberate counterpoint to Vice City: if Vice City is “everything in excess,” Port Gellhorn is what is left when the party moves on.

In Rockstar’s words
The introduction reads like a darkly funny eulogy. Cheap motels, shut-down attractions and empty strip malls “won’t bring the tourists back,” but this once-popular vacation spot has found a new economy — “fueled by malt liquor, painkillers, and truck stop energy drinks.” It signs off with advice: “Jump on a dirt bike and hold onto your wallet.”
In a few lines it establishes a past (a resort), a present (the tourists are gone) and what keeps the place running (a grey, hand-to-mouth economy).

More than a stop on the way
Open-world maps usually pair one big city with a few small places that each do one job. GTA 5 had the desert towns of Blaine County beyond Los Santos, but none of them was large.
Port Gellhorn has its own introduction and its own screenshots, which suggests it is meant as a place with its own character rather than a waypoint. That is our reading. Motels and strip malls imply something far smaller than Vice City, but its real size will only be clear once the game is out.
The Gulf-coast comparison
The Florida Panhandle and the state’s Gulf coast are the usual real-world reference for Port Gellhorn — faded beach towns full of cheap motels fit the description well.
It remains player and press analysis. Rockstar tends to blend features of several real places rather than reproduce one, and there is no basis for saying it is Panama City, Pensacola or any other specific town.

- Size. How deep the town goes and which buildings can be entered.
- The port. Whether the “Port” in its name means a working harbour.
